Regular Council

THAT the Council minutes from the October 28, 2024 regular meeting be approved. -

THAT Warwick Township Council receive report 38T-23004 - Richfield Custom Homes Draft Plan of Subdivision - Planner Information Report for information. -

That Council recommend to the County of Lambton Subdivision Approval Authority that the Draft Plan of Subdivision 38T-23004 be Draft Approved subject to any required Conditions of Approval. -

WHEREAS the Township of Warwick Peer Review Team (PRT) has now completed a review of the Waste Management of Canada Corporation (WM) response to the PRT review of the Existing Conditions Reports and Alternatives Screening Memorandum for the WM proposed Twin Creeks Landfill Optimization Project Environmental Assessment; AND WHEREAS based on this review, the TRT prepared a tracking table summarizing the WM responses and outcomes with respect to the 116 recommendations made by the PRT on the Existing Conditions Reports (the “Peer Review Outcomes Table”); AND WHEREAS Township Council have now reviewed and considered the PRT recommendations and the Peer Review Outcomes Table together with a summary memorandum prepared by Garrod Pickfield LLP (the “Summary Memorandum”); BE IT RESOLVED THAT Township hereby directs Township staff to forward the Summary Memorandum and attached Peer Review Outcomes Table to WM for final review and response; AND THAT Township Council directs that the WM be requested to: (1) Provide the Township with an updated version of the Existing Conditions Reports which implements the 77 recommendations accepted by WM so these can be reviewed and confirmed by the PRT; (2) Consider further changes to the Existing Conditions Reports to address the remaining unresolved or partially resolved recommendations either through implementation of PRT recommendations or changes based on further discussions between the WM study team and the PRT. -

THAT Warwick Township Council approves the 2023 Consolidated Financial Statements as presented. -

THAT Warwick Township Council approves the GL Report and Accounts Payable as presented. -

THAT the following items be received and filed:  Correspondence Items 11-01 to 11-15 -

THAT Warwick Township Council approves the request from the Lambton County Municipal Association to waive the facility rental fees for the 2025 Annual Banquet. -

THAT Warwick Township Council approves the request from A-Z Events to sponsor the horse and carriage rides at the Annual Moonlight Madness event. -

THAT Report CAO-21-24 - Flexible Working Arrangements and Personal and Sick Days be lifted from the table. -

THAT Warwick Township Council approves the extension of the policies regarding flexible working arrangements and personal and sick days for a one-year period. -

THAT the $2,500 toward the purchase of promotional signage and materials for the Watford Summer Market be

THAT Warwick Township Council hereby approves the recommendation from the Drainage Superintendent to proceed with improvements of the Faulds Drain under Section 78 of the Drainage Act; AND THAT after 30 days' notice to the St. Clair Region Conservation Authority, a new report be prepared by Spriet Associates, before the work can proceed. -

THAT Warwick Township Council hereby approves the recommendation from the Drainage Superintendent to proceed with improvements of the Janes Drain under Section 78 of the Drainage Act; AND THAT after 30 days' notice to the St. Clair Region Conservation Authority, a new report be prepared by Spriet Associates, before the work can proceed. -

THAT Warwick Township Council hereby approves the recommendation from the Drainage Superintendent to proceed with improvements of the Willoughby Drain under Section 78 of the Drainage Act; AND THAT after 30 days' notice to the St. Clair Region Conservation Authority, a new report be prepared by Spriet Associates, before the work can proceed. -

THAT the tender for the Iles Drain and Kersey Drain Maintenance be awarded to Van Bree Drainage & Bulldozing Ltd. for a cost of $47,500.00 plus HST (total cost of $53,675.00). -

THAT Warwick Township Council move into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); v) A matter concerning litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board - Section 239(2)(e); ix) A trade secret or scientific, technical, commercial, financial or labour relations information, supplied in confidence to the municipality or local board, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons, or organization - Section 239(2)(i); xi) A position, plan, procedure, criteria or instruction to be applied to any negotiations

THAT Warwick Township Council reconvene in Open Session. -

THAT the In Camera minutes from the Regular Council meeting of October 28, 2024 be approved. -

THAT By-laws 94 to 96 of 2024 be read a first, second and third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
