Regular Council

THAT the Council minutes from the September 16 2024 regular meeting be approved. -

WHEREAS the Township has now received from its Technical Review Team (TRT) the final updated version of the tracking sheet for the TRT 2024 WM Twin Creeks Landfill Annual Review; AND WHEREAS, this final report confirms that most but not all the recommendations arising out of the year have been resolved; BE IT RESOLVED that the Township confirms the completion of its 2024 Annual Review of the Twin Creeks Landfill for the 2023 reporting year; AND THAT Township staff be directed to schedule a meeting between WM and Township representatives to discuss WM’s efforts to address outstanding items related to complaints and complaints procedures at the Landfill and to discuss options to advance solutions with respect to these items; AND THAT the Township hereby directs that the final version of the TRT 2024 Annual Review with the updated final issues tracking sheet be forwarded to WM and the Landfill Public Liaison Committee; AND THAT the representatives of the TRT be directed to attend at the next meeting of the Landfill Public Liaison Committee to present the results/outcomes of the TRT 2024 Annual Review. -

THAT Warwick Township Council approves the GL Report and Accounts Payable as presented. -

THAT Warwick Township Council support and endorse correspondence item 10-03 from the Municipality of Tweed regarding the Canada Community-Building Funds. -

THAT the following items be received and filed:  Correspondence Items 10-01 to 10-02 and 10-04 to 10-25  Minutes of the Parks & Recreation Committee meeting on September 18, 2024 -

THAT Warwick Township Council direct staff to process a reimbursement in the amount of $174.02 to cover tipping fees incurred by John & Elly McAllister following the significant rain event in July 2024. -

THAT Township of Warwick Council approve funding a further $30,000 for the Sump Pump Disconnect and Backwater Valve Installation Grant Program; AND THAT as part of the 2025 Budget deliberations, consideration be given to increasing the 2025 Sump Pump Disconnect and Backwater Valve Installation Grant Program budget. -

THAT Report P&D-25-24 - Watford Summer Marker be received and filed. -

THAT Warwick Township Council approves report P&D-23-24 – Community Improvement Plan Committee Recommendations; AND THAT the application for Façade Improvement Grant in the amount of $2,000 be approved; AND THAT the Application & Permit Fee Grant in the amount of up to $5,000 for MJ Convenience (5274-5276 Nauvoo Road) be approved; AND THAT the grant approval be conditional upon entering a Letter of Undertaking Agreement with the Township of Warwick. -

THAT Report P&D-24-24 - Economic Development & Communications Quarterly Update be received and filed. -

THAT Warwick Township Council hereby approves the recommendation from the Drainage Superintendent to proceed with improvements of the Maher Drain under Section 78 of the Drainage Act; AND THAT after 30 days' notice to the St. Clair Region Conservation Authority, a new report be prepared by Spriet Associates, before the work can proceed. -

THAT Warwick Township Council move into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); v) A matter concerning litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board - Section 239(2)(e); -

THAT Warwick Township Council reconvene in Open Session. -

THAT the In Camera minutes from the regular Council meeting of September 16, 2024 be approved. -

THAT By-law 88 of 2024 be read a first, second and third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
