Regular Council

THAT the Council minutes from the October 17, 2022 regular meeting be approved. -

WHEREAS the Township has now received from its Technical Review Team (TRT) the final updated version of the tracking sheet for the TRT 2022 WM Twin Creeks Landfill Annual Review; AND WHEREAS this final report confirms that most, but not all, recommendations arising out of the year have been resolved; BE IT RESOLVED that the Township confirms the completion of its 2022 Annual Review of the Twin Creeks Landfill for the 2021 reporting year; AND THAT Township staff be directed to schedule semi-annual meetings between WM and Township representatives to discuss WM's efforts to address outstanding items related to complaints and complaints procedures at the Landfill and to discuss options to advance solutions with respect to these items; AND THAT Township staff be directed to set up a further meeting with representatives of the Township, WM and the Ontario Ministry of the Environment, Conservation and Parks (MECP) in the 2023 calendar year to renew the Township's request for a return to daily MECP inspections of the Twin Creeks Landfill; AND THAT the Township hereby directs that the final version of the TRT 2022 Annual Review with the updated final issues tracking sheet be forwarded to WM and the Landfill Public Liaison Committee; AND THAT the representatives of the TRT be directed to attend at the next meeting of the Landfill Public Liaison Committee to present the results/outcomes of the TRT 2022 Annual Review. -

THAT the GL report presented on November 7, 2022 be received and filed. -

THAT non-action correspondence items 11-01 to 11-31 be received and filed. -

THAT Warwick Township Council approve the request to sponsor the carriage rides at the Moonlight Madness event in Watford. -

THAT Report CAO-12-22 – Updated Township of Warwick Emergency Response Plan be received and filed; AND THAT By-law 81 of 2022 be approved. -

THAT the minutes from the regular Parks and Recreation Committee meeting on October 19, 2022 be approved. -

THAT Warwick Township Council hereby approves the recommendation from the Drainage Superintendent to proceed with improvements of the Butler Drain under Section 78 of the Drainage Act; AND THAT after 30 days' notice to the Ausable Bayfield Conservation Authority, a new report be prepared by Spriet Associates, before the work can proceed. -

THAT Warwick Township Council move into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); iii) A matter regarding proposed or pending acquisition or disposition of land by the municipality or local board - Section 239(2)(c); iv) A matter regarding labour relations or employee negotiations - Section 239(2)(d); -

THAT Warwick Township Council reconvene in Open Session. -

THAT the in camera minutes of the regular Council meeting of October 17, 2022 be approved. -

THAT By-laws 80 to 83 of 2022 be read a first and second time. -

THAT By-laws 80 to 83 of 2022 be read a third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
