Regular Council

THAT the Council minutes from the August 8, 2022 regular meeting be approved. -

THAT Warwick Township Council approve a Zoning By-law Amendment to add “Vehicle Sales Establishment” to the list of permitted uses in the Mixed Commercial Industrial (CM) Zone. -

THAT Warwick Township Council approves the 2021 Consolidated Financial Statements as presented. -

WHEREAS the Township of Warwick Technical Review Team (TRT) has now completed its 2022 review of the Waste Management of Canada Corporation (WM) Twin Creeks Landfill Report for the 2021 reporting year; and WHEREAS Township Council have now reviewed and considered the draft 2022 TRT Review and recommendations with respect to this matter; BE IT RESOLVED THAT the Township hereby directs that Garrod Pickfield LLP, its environmental solicitors, forward a copy of the draft Township of Warwick 2022 TRT Review on to WM, for review, discussion with TRT members, and WM response; AND THAT Township Council directs that the following be requested of WM by letter from Garrod Pickfield LLP to WM on behalf of the Township: 1. That WM implement all of the recommendations of the landscape inspection report included as Attachment 1 to the draft 2022 TRT Review; 2. That WM be advised that the present $5,000.00 letter of credit in favor of the Township to cover outstanding landscaping items should be maintained; 3. That WM review and address all of the specific comments and recommendations set out in the draft 2022 TRT Review pertaining to ground and surface water quality, landfill engineering, noise, and air quality and dust management provided as Attachments 2 - 5 of the draft 2022 TRT Review; 4. That WM review and address all of the specific comments and recommendations set out in the William Day Financial Audit for the 2021 reporting year provided as Attachment 6 of the draft 2022 TRT Review;

THAT the GL report presented on August 29, 2022 be received and filed. -

THAT non-action correspondence items 08-38 to 08-49 be received and filed. -

THAT Warwick Township Council receive and file report CL-19-22 - Completion of the County of Lambton Community Safety and Well Being (CSWB) Plan. -

THAT Warwick Township Council approves the proposal from Beatty Farms for the following: • $146.00 plus HST per acre for the lease of farm land legally described as Part Lot 19, Concession 4 S.E.R. in the Township of Warwick, County of Lambton (Part of Industrial Park), and • $351.00 plus HST per acre for the lease of the farm land legally described as Part of Lots 16 and 17, Concession 6 S.E.R. in the Township of Warwick, County of Lambton (Lagoon properties); AND THAT a contract be signed by Beatty Farms and executed by by-law at the next regular Council meeting. -

THAT report CL-21-22 – 2022 Municipal Election Update be received and filed as information. -

THAT report CL-22-22 – Update to Procedural By-law for 2022-2026 Council Term be approved. -

THAT Warwick Township Council moves into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: i) A matter regarding the security of the property of the municipality or local board - Section 239(2)(a); ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); iii) A matter regarding proposed or pending acquisition or disposition of land by the municipality or local board - Section 239(2)(c); vi) Advice that is subject to solicitor-client privilege, including communications necessary for that purpose - Section 239(2)(f); -

THAT Warwick Township Council reconvenes in open session. -

THAT the minutes from the in camera regular Council meeting of August 8, 2022 be approved. -

THAT By-laws 68 to 70 of 2022 be read a first and second time. -

THAT By-laws 68 to 70 of 2022 be read a third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
