Regular Council

THAT the Council minutes from the December 6, 2021 regular meeting be approved. -

THAT the GL report presented on January 17, 2022 be received and filed. -

THAT correspondence items 01-01 to 01-28 be received and filed as information . -

THAT Warwick Township Council support and endorse 01-29 -City of Sarnia - Resolution Regarding Catch and Release Justice. -

THAT Warwick Township Council receives and files report CAO-02-22 - Project Update – Township Office Build as information. -

THAT Warwick Township Council approves the Occupational Health and Safety Policy (HSP 1-1) for 2022; AND THAT the Mayor and CAO/Clerk sign and seal the Policy; AND THAT staff post the Policy at all workplace locations. -

THAT the Council of the Township of Warwick approves Warwick Township’s 2021 Annual Accessibility Report; AND THAT the 2021 Annual Accessibility Report be posted on the Township of Warwick website. -

THAT Warwick Township Council approves By-law 3 of 2022 – Warwick Township Cemetery and Columbarium Fees and By-law 4 of 2022 – Amend By-law 109 of 2017 – Care and Maintenance Fees, as outlined in report CL-03-22; AND THAT notice of the fee updates be mailed to all local funeral homes and monument companies for information. -

THAT report CL-04-22 – Proposed Newsletter Content be received and filed. -

THAT report CL-05-22 – 2022 Municipal Election Key Dates and Update be received and filed as information; AND THAT the Township of Warwick Council/Committee 2022 calendar of meetings be amended to revise meetings dates, as per the report. -

THAT Warwick Township Council declares that the 43.65 acres of land known by Roll # 38-41-042-002-25802-0000, the 13.27 acres of land known by Roll # 38-41- 041-001-06913-0000, the 3.16 acres of land known by Roll # 38-41-001-06912- 0000 and the remainder of municipally owned lands in the Warwick Industrial Park off of Nauvoo Road all be declared surplus; AND THAT staff explore options to potentially sell these properties as per the Township's Procurement Policy (By-law 53 of 2017). -

THAT Warwick Township Council approve report P&D-01-22 – Quarterly Update – Economic Development & Promotions. -

THAT Warwick Township Council approves the Site Plan Exemption request at 6836 Arkona Road as per report P&D-01-22. -

THAT Warwick Township Council approve the proposed Zoning By-law 6 of 2022, being a By-law to amend By-law 121 of 2012. -

THAT Warwick Township Council approves report P&R-02-22 – East Lambton Community Complex - Capital Fundraising Campaign Report as presented. -

THAT Warwick Township Council approves report P&R-03-22 the East Lambton Community Complex Construction Progress Report as presented. -

THAT the minutes of the Parks & Recreation Committee meeting of January 12, 2022 be approved. -

THAT the minutes of the Special Council meeting of January 13, 2022 be approved. -

THAT Warwick Township Council approves the addition of this petition to be included as part of the Parker Drain Petition that was presented to Council on April 12, 2021. -

THAT Warwick Township Council hereby approves the recommendation from the Drainage Superintendent to proceed with improvements of the Woolvett Drain under Section 78 of the Drainage Act; AND THAT after 30 days' notice to the St. Clair Region Conservation Authority, a new report be prepared by Spriet Associates, before the work can proceed. -

THAT Warwick Township Council hereby approves the recommendation from the Drainage Superintendent to proceed with improvements of the Brown-Jarriott Drain under Section 78 of the Drainage Act; AND THAT after 30 days' notice to the St. Clair Region Conservation Authority, a new report be prepared by Spriet Associates, before the work can proceed. -

THAT Warwick Township Council moves into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); iii) A matter regarding proposed or pending acquisition or disposition of land by the municipality or local board - Section 239(2)(c); vi) Advice that is subject to solicitor-client privilege, including communications necessary for that purpose - Section 239(2)(f); viii) Information explicitly supplied in confidence to the municipality or local board by Canada, a province or territory or a Crown agency of any of them - Section 239(2)(h); xi) A position, plan, procedure, criteria or instruction to be applied to any negotiations

THAT Warwick Township Council reconvenes in open session. -

THAT the minutes from the in camera regular Council meeting of December 6, 2021 be approved. -

THAT By-laws 1 to 4 and 6 to 7 of 2022 be read a first and second time. -

THAT By-laws 1 to 4 and 6 to 7 of 2022 be read a third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
