Regular Council

THAT the Council minutes from the August 23, 2021 regular meeting be approved. -

THAT Warwick Township Council approves the use of the municipally owned parking lot on Front Street for Libro staff until the parking lot for their building is complete. -

THAT Warwick Township Council approves the recommendation from staff to apply to the Investing in Canada Infrastructure Program (ICIP) - Green Stream funding to support the replacement of critical watermain infrastructure in the Township on Sunset Avenue, Erie Street, St. Clair Street and John Street. -

THAT Warwick Township Council proceed into the Court of Revision for the Eastman-Meadows Drain 2021, By-law No. 88 of 2021. -

THAT the Court of Revision for the Eastman-Meadows Drain 2021, By-law No. 88 of 2021, be closed without changes to the report and that we go back into open council. -

WHEREAS the Township of Warwick Peer Review Team (Township “PRT”) has now completed a multi-disciplinary review of the draft Terms of Reference for the proposed Waste Management of Canada Corporation (“WM”) Twin Creek Environmental Centre (TCEC) Optimization Project (the “Proposed Project’) Environmental Assessment and its supporting appendices and related documentation (the “Draft TOR"); AND WHEREAS the Township Council has now received and reviewed a report summarizing the PRT key findings and recommendations of the Draft ToR,; BE IT RESOLVED THAT Township Council hereby directs that the PRT report be finalized, in draft form, under the direction of the Township Sub-committee overseeing the peer review process and forwarded to WM for review and response; AND THAT following receipt by the Township of WM’s response to the draft PRT Report to PRT Manager, Garrod Pickfield LLP report back to Council on outcomes and next steps. -

THAT the GL report presented on September 13, 2021 be received and filed. -

THAT correspondence items 09-01 to 09-21 be received and filed as information. -

THAT Warwick Township Council support and endorse the correspondence from the Association of Municipalities Ontario (AMO) Regarding the National Day of Truth and Reconciliation. -

THAT correspondence items 09-22 to 09-24 be received and filed as information. -

THAT report CAO-25-21 - Current Municipal Service Levels and COVID-19 Impacts be received and filed as information. -

THAT report CL-22-21 – Proposed Newsletter Content be received and filed as information. -

THAT the minutes of the Warwick Township Cemetery Board meeting of August 25, 2021 be approved. -

THAT the minutes of the Parks and Recreation Committee meeting of August 25, 2021 be approved. -

THAT Warwick Township Council moves into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); iii) A matter regarding proposed or pending acquisition or disposition of land by the municipality or local board - Section 239(2)(c); iv) A matter regarding labour relations or employee negotiations - Section 239(2)(d); vi) Advice that is subject to solicitor-client privilege, including communications necessary for that purpose - Section 239(2)(f); -

THAT Warwick Township Council reconvenes in open session. -

THAT the minutes from the in camera regular Council meeting of August 23, 2021 be approved. -

THAT By-laws 99 to 101 of 2021 be read a first and second time. -

THAT By-laws 88 of 2021 and 99 to 101 of 2021 be read a third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
