Regular Council

THAT the Council minutes from the April 12, 2021 regular meeting be approved. -

THAT the Council of the Corporation of the Township of Warwick agree with the proposed Lambton OPP Detachment - Board Governance submission as prepared by the County of Lambton; AND THAT consent be provided to Stephane Thiffeault, General Manager, Corporate Services, Solicitor/Clerk for the County of Lambton for response to the Solicitor General's request on behalf the Township of Warwick; AND THAT on behalf of the Township of Warwick Mr. Thiffeault proceed with submission to the Province's online OPP Board proposal form. -

THAT the GL report presented on May 3, 2021 be received and filed. -

THAT Warwick Township Council support and endorse the correspondence from the Town of Cochrane regarding support for Fire Departments. -

THAT correspondence 05-01 to 05-19 and 05-21 to 05-33 be received and filed. -

THAT Warwick Township Council directs the Public Works Manager to investigate options to address traffic concerns at the intersection of Victoria Street and Warwick Street and street parking throughout Watford and prepare a report to bring back to Council for information; -

THAT correspondence 05-34 and 05-35 be received and filed. -

THAT Warwick Township Council receives and files report CAO-15-21 - Project Update – Township Office Build as information. -

THAT report CAO-16-21 - Current Municipal Service Levels and COVID-19 Impacts be received and filed as information. -

THAT Warwick Township Council approves report CL-15-21 - Proposed Policy on Public Committee Recruitment and Selection as amended; AND directs the Deputy Clerk to finalize the proposed policy and include in the Corporate Policy Manual. -

THAT Warwick Township Council receives and files a report F-05-21: Infrastructure Ontario Funding for the East Lambton Community Complex (ELCC). -

THAT Warwick Township Council approve the Development Committee’s recommendation to adopt an updated fee structure for the Site Pan Application Fees and Deposits, as per report P&D-12-21; AND THAT staff be directed to amend the Township’s fee by-law to reflect this update and provide public notice of the changes. -

THAT Warwick Township Council approves report P&R-21-21 the East Lambton Community Complex Construction Progress Report as presented. -

THAT Warwick Township Council approves the East Lambton Community Complex Capital Fundraising Campaign Progress Report as presented. -

THAT Warwick Township Council approves the recommendation from the architects/engineers and general contractor (constructor) that the Township does not rent and/or run programs in the arena while under construction. -

THAT the minutes of the Development Committee meeting of April 12, 2021 be approved. -

THAT the minutes of the Special Council meeting of April 20, 2021 be approved. -

THAT the minutes of the Warwick Township Cemetery Board meeting of April 23, 2021 be approved. -

THAT the minutes of the Development Committee meeting of April 26, 2021 be approved. -

THAT the minutes of the Special Council meeting of April 27, 2021 be approved. -

THAT Warwick Township Council receives and files the 2020 Council Remuneration Totals as information. -

THAT Warwick Township Council moves into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); iii) A matter regarding proposed or pending acquisition or disposition of land by the municipality or local board - Section 239(2)(c); vi) Advice that is subject to solicitor-client privilege, including communications necessary for that purpose - Section 239(2)(f); viii) Information explicitly supplied in confidence to the municipality or local board by Canada, a province or territory or a Crown agency of any of them - Section 239(2)(h); -

THAT Warwick Township Council reconvenes in open session. -

THAT the minutes from the in camera regular Council meeting of April 12, 2021, the Development Committee meeting of April 12, 2021, the Warwick Township Cemetery Board meeting of April 23, 2021, and the Development Committee meeting of April 26, 2021 be approved. -

THAT By-laws 31 to 33 and 42 to 62 of 2021 be read a first and second time. -

THAT By-laws 31 to 33 and 42 to 62 of 2021 be read a third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
