Regular Council

THAT the Council minutes from the March 1, 2021 regular meeting be approved. -

THAT a Special Township of Warwick Council meeting be scheduled for Monday, March 29, 2021 at 5:30 p.m. to receive the report for the fundraising feasibility study. -

THAT all future regular Council meetings be scheduled to begin at 6:00 p.m. -

THAT the 2020 water summary report and annual report for the Warwick Distribution System, as required and in accordance with Schedule 22 of O. Reg. 170/03 under the Safe Drinking Water Act, be received and filed; AND THAT the report(s) be publicly posted . -

THAT Warwick Township Council approve a Zoning By-law Amendment to revise the current Institutional I (1) zone to permit Residential 3 (R3) uses. -

THAT the Official Plan Update presentation from NPG Planning Solutions be received and filed as presented. -

THAT the GL report presented on March 22, 2021 be received and filed. -

THAT Warwick Township Council support and endorse the correspondence from the Municipality of Tweed regarding advocacy for reform of Joint and Several Liability. -

THAT correspondence 03-45 to 03-81 and 03-83 to 03-96 be received and filed. -

THAT report CAO-07-21 - Current Municipal Service Levels and COVID-19 Impacts be received and filed as information. -

THAT Report CAO-08-20 – 2021 Corporate Priorities for the Township of Warwick be received and filed as information. -

THAT Warwick Township Council approves the Terms of Reference for the Development Committee, as per report CL-11-21. -

THAT report CL-12-21 - Approval of Municipal Correspondence on Municipal Drains and Landfill Inspection Reports be approved; AND THAT that CAO/Clerk be directed to send correspondence on behalf of Council related to: - Municipal drains and CN rail refusal to pay assessed costs under the Drainage Act, and - Ministry of Environment, Conservation and Parks Inspection Reports for Twin Creeks Landfill -

THAT Warwick Township Council approve the proposed deeming by-law as provided. -

THAT Warwick Township Council approves report P&R-15-21 - Watford Community Arena Ice Operations Report as presented. -

THAT Warwick Township Council approves the Campaign Feasibility Study Progress Report as presented. -

THAT Warwick Township Council approves report P&R-17-21 - the Watford Arena Expansion to Community Centre and Arena Renovations - Construction Progress as presented. -

THAT the Council of the Township of Warwick receives and files report PW-07-21- Brush and Yard Waste Service Change Update and Communications Plan. -

THAT the minutes of the Development Committee meeting of March 1, 2021 be approved. -

THAT the petition received regarding the service change for yard waste and brush bins be received, discussed and filed. -

THAT Warwick Township Council moves into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); iv) A matter regarding labour relations or employee negotiations - Section 239(2)(d); vi) Advice that is subject to solicitor-client privilege , including communications necessary for that purpose - Section 239(2)(f); -

THAT Warwick Township Council reconvenes in open session. -

THAT the minutes from the in camera regular Council meeting of March 1, 2021 and the Development Committee meeting of March 1, 2021 be approved. -

THAT a subcommittee be established for the purposes of:  gathering information with respect to all aspects of the Waste Management of Canada Corporation (“WM”) proposed expansion to the WM Twin Creeks Landfill (the “Expansion Proposal”) including but not limited and engaging in discussions with WM and other stakeholders to obtain information on the Expansion Proposal, and  reporting back to Council with updates and to obtain direction as needed. AND THAT the members of the subcommittee shall comprise Amanda Gubbels - CAO/Clerk, Mayor Jackie Rombouts and Councillor Westgate. -

THAT Warwick Township Council appoints Jan Joosten and Jill Van Loon to the Warwick Township Cemetery Board for a two-year term, commencing in 2021; AND THAT Warwick Township Council appoints John Ruth to the Committee of Adjustment and Land Division Committee for a two-year term, commencing in 2021; AND THAT Warwick Township Council appoints Bob Alcock to the Community Improvement Plan (CIP) Committee for a two-year term commencing in 2021; AND THAT the Public Member Appointment By-law be updated to add the names of the appointees. -

THAT By-laws 23 to 26 of 2021 be read a first and second time. -

THAT By-laws 23 to 26 of 2021 be read a third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
