Regular Council

THAT the Council minutes from the January 11, 2021 regular meeting be approved. -

THAT the GL report presented on February 8, 2021 be received and filed. -

THAT correspondence 02-01 to 02-61 be received and filed. -

THAT Warwick Township Council supports the 2021 Census and encourages all residents to complete their census questionnaire online at www.census.gc.ca; AND THAT staff be directed to include information on the 2021 Census in the Township's quarterly newsletter. -

WHEREAS the Enbridge Line 5 pipeline which currently operates through Michigan under the Straits of Mackinac is critical to Canada, supplying a significant amount of the oil and oil byproducts such as propane used by Ontario and Quebec; AND WHEREAS the pipeline makes it critical for jobs , our cost of living, the economy and thousands of products Canadians rely on every day; AND WHEREAS during the last two CN Rail shutdowns, the importance of propane became apparent for Ontario's and Quebec's farms, being large users of propane. There were calls from farmers about being threatened to be cut off from propane deliveries for their grain dryers; AND WHEREAS various agricultural uses of propane include:  Heating livestock facilities, including barns and brooding pens  Heating commercial greenhouses  Powering irrigation systems  Drying grains and crops; AND WHEREAS propane makes up 2.3% of total energy consumption in Canada (2018:109k barrels per day), and of that 40.3% of that is in Ontario (44k barrels per day), and of that 6.4% is agricultural (2.8k barrels per day); AND WHEREAS the major supplier/producer of propane for Ontario and Quebec is located in Sarnia at Plains Midstream Canada, using Natural Gas Liquids delivered by Line 5, and 20% of Line 5 is dedicated to delivering these Natural Gas Liquids; AND WHEREAS the State of Michigan announced on November 13, 2020 that the Michigan Department of Natural Resources would revoke the 67-year old easement that allowed the pip

THAT correspondence 02-63 and 02-64 be received and filed. -

THAT Report CAO-03-21 - CAO's Quarterly Status Report be received and filed as information. -

THAT report CAO-04-21 - Current Municipal Service Levels and COVID-19 Impacts be received and filed as information. -

THAT the Council of the Township of Warwick approves Warwick Township’s 2020 Annual Accessibility Compliance Report; AND THAT the 2020 Annual Compliance Report be posted on the Township of Warwick website. -

THAT the Township of Warwick Council adopt the 2021 Insurance Program as presented by Frank Cowan Insurance Limited. -

THAT Warwick Township Council approves the Campaign Feasibility Study Progress Report as presented. -

THAT Warwick Township Council approves the Watford Arena Expansion to Community Centre and Arena Renovations - Construction Progress Report as presented. -

THAT Warwick Township Council approves the quote as supplied by Chris Regier Trucking at $15.53 Per Tonne to supply and deliver a minimum of 22,000 tonnes of maintenance gravel to The Township of Warwick unpaved roads. -

THAT Warwick Township Council approves the quote as supplied by Pollard Highway Products at $0.0775 Per Litre to supply and application of 735,000 litres of 18% liquid Calcium to The Township of Warwick unpaved roads. -

THAT Warwick Township Council approves the recommendation of Spriet Associates to award Cassidy Construction the contract for the Warwick Street Reconstruction 2020 for $428,215.60 (Excluding HST). -

THAT the minutes of the Parks & Recreation Committee meeting of January 13, 2021 be approved. -

THAT the minutes of the Special Council meeting of January 14, 2021 be approved. -

THAT the minutes of the Development Committee meeting of January 19, 2021 be approved. -

THAT the minutes of the Special Council - Budget meeting of January 20, 2021 be approved. -

THAT the minutes of the Special Council - Subdivision Application meeting of January 20, 2021 be approved. -

THAT Warwick Township Council hereby approves the recommendation from the Drainage Superintendent to proceed with improvements of the Miner Drain under Section 78 of the Drainage Act; AND THAT after 30 days notice to the St. Clair Region Conservation Authority, a new report be prepared by Spriet Associates, before the work can proceed. -

THAT Warwick Township Council move into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); iii) A matter regarding proposed or pending acquisition or disposition of land by the municipality or local board - Section 239(2)(c); iv) A matter regarding labour relations or employee negotiations - Section 239(2)(d); xi) A position, plan, procedure, criteria or instruction to be applied to any negotiations
