Regular Council

THAT the Council minutes from the December 7, 2020 regular meeting be approved. -

THAT the following meetings be scheduled:  Special Council meeting on Thur sday, January 14, 2021 at 5:30 p.m. for discussion on Waste Management items  Special Development Committee meeting on Tuesday, January, 19 , 2021 at 10:30 a.m. for discussion on 2021 planning and development priorities -

THAT Warwick Township Council proceed into the Court of Revision for the Hall Drain 2020, By-law No. 114 of 2020. -

THAT the Court of Revision for the Hall Drain 2020 By-law No. 114 of 2020 be closed without changes to the report and that we go back into open council. -

THAT the GL report presented on January 11, 2021 be received and filed. -

THAT Warwick Township Council support and endorse the correspondence from the Municipality of Charlton and Dack regarding municipal insurance premiums. -

THAT correspondence 01-01 to 01-45 and 01-47 to 01-49 be received and filed. -

THAT Warwick Township Council support and endorse the correspondence from the Municipality of Southwest Middlesex regarding drainage matters on CN Railway lands. -

THAT correspondence 01-51 and 01-52 be received and filed. -

THAT report CAO-01-21 - Current Municipal Service Levels and COVID-19 Impacts be received and filed as information. -

THAT Warwick Township Council approves the Occupational Health and Safety Policy (HSP 1-1) for 2021; AND THAT the Mayor and CAO/Clerk sign and seal the Policy; AND THAT staff post the Policy at all workplace locations. -

THAT report CL-02-21 – Proposed Newsletter Content be received and filed. -

THAT report CL-03-21 Updated By-laws from the Municipal Enforcement Unit be received and filed as information; AND THAT By-law 3 of 2021 – Public Nuisance By-law and By-law 7 of 2021 – Amended Parking By-law be approved. -

THAT the CAO/Clerk be directed to contact current public members on committees and boards to determine interest for another two-year term and advertise any vacancies; AND THAT a policy on public appointments to committees and boards be prepared and report back to Council prior to the end of the first quarter in 2021. -

THAT the CAO/Clerk be directed to submit feedback to the Ministry of Government and Consumer Services’ consultation paper on Ontario’s Regulatory Registry, as per the principles outlined in report CL-05-21, prior to deadline of January 19, 2021 on behalf of the Council of the Township of Warwick. -

THAT Warwick Township Council Report F-01-21 regarding the request for funding from the Lambton Police Services Board be received; AND THAT, pending agreement of all other member municipalities, the Lambton Police Services Board request for additional funding be supported at a cost not to exceed $12,163.80 for one year; AND THAT these additional costs be funded from the General Reserve Fund; AND THAT a letter be sent to the Lambton Group Police Services Board requesting that they renegotiate the existing OPP contract for service to include costs to maintain the Coruna detachment as required to maintain the existing level of service while exploring greater operating efficiencies. -

THAT report FIRE-01-21 Bi-Annual Report from Township of Warwick Fire & Rescue be reviewed and filed for information. -

THAT report P&D-02-21 – Update on Revisions to Official Plan Project Timeline be received and filed as information. -

THAT report P&D-03-21 - Official Plan Review - Summary of Official Plan Background Report (Issued December 2020) be received and filed as information. -

THAT Warwick Township Council awards the development of the Township of Warwick Parks, Recreation, Tourism and Culture Master Plan to Monteith Brown Planning Consultants for the cost of $34,999 plus HST. -

THAT Warwick Township Council approves the Campaign Feasibility Study Progress Report as presented. -

THAT Warwick Township Council approves the Watford Arena Expansion to Community Centre and Arena Renovations - Construction Progress Report as presented. -

THAT Warwick Township Council hereby approves the recommendation from the Drainage Superintendent to proceed with improvements of the Auld-Redmond Drain Extension 2021 under Section 4 of the Drainage Act; AND THAT after 30 days notice to the St. Clair Region Conservation Authority, a new report be prepared by Spriet Associates, before the work can proceed. -

THAT By-laws 1 to 9 of 2021 be read a first and second time. -

THAT By-laws 114 of 2020 and 1 to 9 of 2021 be read a third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
