Regular Council

THAT the Council minutes from the November 16, 2020 regular meeting be approved. -

THAT Warwick Township Council proceed into the Court of Revision for the Aarts Drain No. 2 2020, By-law No. 69 of 2020. -

THAT the Court of Revision for the Aarts Drain No. 2 2020, By-law No. 69 of 2020, be closed without changes to the report and that we go back into open council. -

THAT Warwick Township Council proceed into the Court of Revision for the Burchill Drain Culvert Reassessment 2020, By-law No. 70 of 2020. -

THAT the Court of Revision for the Burchill Drain Culvert Reassessment 2020, By-law No. 70 of 2020, be closed without changes to the report and that we go back into open council. -

THAT Warwick Township Council proceed into the Court of Revision for the Howden-Parker Drain Branch 6 Reassessment 2020, By-law No. 71 of 2020. -

THAT the Court of Revision for the Howden-Parker Drain Branch 6 Reassessment 2020, By-law No. 71 of 2020, be closed without changes to the report and that we go back into open council. -

THAT Warwick Township Council proceed into the Court of Revision for the Roder Drain Reassessment 2020, By-law No. 72 of 2020. -

THAT the Court of Revision for the Roder Drain Reassessment 2020, By-law No. 72 of 2020, be closed without changes to the report and that we go back into open council. -

THAT the GL report presented on December 7, 2020 be received and filed. -

THAT the non-action correspondence items 12-01 to 12-33 be received and filed as information. -

THAT the action correspondence items 12-34 to 12-36 and 12-38 and 12-39 be received and filed as information. -

THAT report CAO-27-20 - Current Municipal Service Levels and COVID-19 Impacts be received and filed as information. -

THAT report CL-18-20 Agreement for Processing Unpaid Parking Tickets be received and filed as information. -

THAT report HR-10-20 - Inclement Weather and Building Closure Policy be approved; AND THAT the Inclement Weather and Building Closure Policy be added to the Township of Warwick Corporate Policy Manual. -

THAT Warwick Township Council approves the administrative adjustment that non-prime ice time be weekdays until 5:00p.m. AND THAT the CAO/Clerk to bring back a By-Law at a future Council meeting reflecting this adjustment. -

THAT Warwick Township Council waives the advertising fees for 2020 providing staff direction to write off the amount of $8,625.00; AND provides a 50% reduction for 2021 advertising fees in recognition of the impacts and restrictions incurred due to COVID-19 AND all new advertisers in 2021 would also receive the 50% reduction in advertising fees. -

THAT Warwick Township Council approves the extension of the fee waiver for the Watford Skating Club to provide for the use of the upstairs Arena Hall for spectator viewing until March 31, 2021, with all of the same terms and conditions as the previous fee waiver. -

THAT Warwick Township Council approves the Water and Wastewater Services Agreement with the Ontario Clean Water Agency (OCWA) as per report PW-28-20. -

THAT the minutes of the Special Council meeting of November 10, 2020 be approved. -

THAT the minutes of the Parks & Recreation Committee meeting of November 18, 2020 be approved. -

THAT the minutes of the Special Council (Budget) meeting of November 25, 2020 be approved. -

THAT the minutes of the Special Council (Community Centre and Arena Expansion) meeting of November 25, 2020 be approved, as amended. -

THAT Warwick Township Council hereby approves the recommendation from the Drainage Superintendent to proceed with improvements of the Perry Drain Culvert 2021 under Section 78 of the Drainage Act; AND THAT after 30 days notice to the St. Clair Region Conservation Authority, a new report be prepared by Spriet Associates, before the work can proceed. -

THAT the tender for the Perry Drain be awarded to Van Bree Drainage & Bulldozing Ltd. for a cost of $93,525.00 plus HST (total cost of $105,683.25). -

THAT the tender for the Ravell-O'Neil Drain be awarded to Robinson Farm Drainage for a cost of $148,801.00 plus HST (total cost of $168,145.13). -

THAT Warwick Township Council appoints Councillor Westgate to the Board of Directors of the St. Clair Region Conservation Authority (SCRCA) for a period of two years; AND THAT the Deputy Clerk be directed to prepare an update to the Township of Warwick's Appointment By-law to reflect this appointment and present it at the next regular Council meeting for approval. -

THAT Warwick Township Council move into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); iii) A matter regarding proposed or pending acquisition or disposition of land by the municipality or local board - Section 239(2)(c); iv) A matter regarding labour relations or employee negotiations - Section 239(2)(d); vi) Advice that is subject to solicitor-client privilege, including communications necessary for that purpose - Section 239(2)(f); and Section 239 (3.1) of the Municipal Act, 2001, as amended, to hold a for the purpose of educating and training members. -

THAT the minutes from the in camera regular Council meeting of November 16, 2020 and the Special Council meeting of November 10, 2020 be approved. -

THAT By-laws 109 to 116 of 2020 be read a first and second time. -

THAT By-laws 69 to 72, 109 to 113 and 115 to 116 of 2020 be read a third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
