Regular Council

THAT the Council minutes from the October 26, 2020 regular meeting be approved. -

THAT the following meetings be scheduled:  Special Township of Warwick Council meeting on Wednesday, November 25, 2020 at 4:30 p.m. for the Watford Arena Expansion and Renovation Project  Special Township of Warwick Council meeting on Wednesday, January 20, 2021 at 5:30 p.m. for the 2021 Budget  Special Township of Warwick Council meeting on Wednesday, January 20, 2021 at 6:30 p.m. for a public meeting on a residential subdivision application (Ontario Street) -

WHEREAS the Township has now received from its Technical Review Team (TRT) the final updated version of the tracking sheet for the TRT 2020 WM Twin Creeks Landfill Annual Review; AND WHEREAS, this final report confirms that many of the recommendations arising out of the year - many of which are recurring recommendations - have not been resolved. BE IT RESOLVED that the Township confirms the completion of its 2020 Annual Review of the Twin Creeks Landfill for the 2019 reporting year: AND THAT Township staff be directed to advise WM that the Township intends to maintain the $40,000.00 line of credit in place to cover outstanding landscaping requirements at the landfill, to be considered for release based on the outcome of the landscape inspection for the TRT 2021 Annual Review; AND THAT Township staff be directed to schedule a meeting in January 2021 with representatives of the Township and WM., including appropriate members of the Township TRT, for the purpose of resolving the outstanding issues from the 2020 Annual Review; AND THAT Township staff be directed to schedule a meeting with WM and Township representatives in 2020 as soon as possible to follow up on the October 2019 meeting to review the status of complaints, and complaints procedures, at the Landfill, including WM’s prior commitment to strengthen its Landfill complaints practices and procedures; AND THAT Township staff be directed to set up a meeting with representatives of the Township, WM and the Ontario Ministry

THAT the GL report presented on November 16, 2020 be received and filed. -

THAT correspondence 11-01 to 11-32 be received and filed. -

THAT correspondence 11-33 to 11-37 be received and filed. -

THAT report CAO-26-20 - Current Municipal Service Levels and COVID-19 Impacts be received and filed as information. -

THAT report CL-17-20 - Election 2022 – Bill 218 Proposed Changes be received and filed as information. -

THAT the 2020 Financial Update presentation be received and filed as information. -

THAT report FIRE-04-20 - Fire Radio Agreement Update and Amendment be approved; AND THAT Warwick Council approves the amended schedule to the Fire Radio Agreement with the County of Lambton. -

THAT Warwick Township Council approves report P&D-12-20 - Official Plan Review - Summary of Community Survey and Projected Timeframe for the Official Plan; AND THAT the timeframe of 25 years for the Township of Warwick 2020 Official Plan Review be approved. -

THAT Warwick Township Council receives the Watford Community Arena Expansion to Community Centre and Arena Renovations Preliminary Design Plans Survey Results as presented. -

THAT report PW-12-20 – Township of Warwick Brush Bins be received and filed as information; AND THAT staff be directed to work with Waste Management to negotiate a price and determine the level of service to host two yard waste bins at Twin Creeks Landfill for resident drop-off during regular landfill operating hours. -

THAT report PW-27-20 – Public Works Salt Shed Storage Building be received and filed as information. -

THAT the minutes of the Warwick Township Cemetery Board meeting of October 27, 2020 be approved. -

THAT the minutes of the Special Council meeting of October 28, 2020 be approved. -

THAT the minutes of the Public Works Committee meeting of October 28, 2020 be approved. -

THAT the letter from Enbridge on Warwick Natural Gas expansion be received and filed as information. -

THAT the application for exemption from the Woodlands Conservation By-law be received and filed as information. -

THAT Warwick Township Council approve the resolutions requested by Bluewater Power, as outlined in their letter dated November 12, 2020 re: Warwick Electricity Holdings Incorporated; and direct the Mayor and CAO/Clerk to sign and execute the resolutions. -

THAT Warwick Township Council move into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); iv) A matter regarding labour relations or employee negotiations - Section 239(2)(d); v) A matter concerning litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board - Section 239(2)(e); -

THAT Warwick Township Council reconvene in open session. -

THAT the minutes from the in camera regular Council meeting of October 26, 2020 be approved. -

THAT By-laws 84 to 91 and 93 to 106 of 2020 be read a first and second time. -

THAT By-laws 84 to 91 and 93 to 106 of 2020 be read a third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
