Regular Council

THAT the Council minutes from the February 10, 2020 regular meeting be approved. -

THAT Warwick Township Council approves the OSIM Bridge and Culvert Study as presented. -

WHEREAS Waste Management of Canada (WM) submitted an application to amend and renew its current Permit to Take Water (PTTW) to the Ontario Ministry of Environment, Conservation and Parks (MECP) in December 2019 without prior consultation with the Township or its Technical Review Team (TRT); AND WHEREAS the Township subsequently received notification from MECP of the filing of this application and the deadline (and amended deadline) for filing comments on the PTTW Application; AND WHEREAS, the Ministry posted a future notification on the Environmental Registry advising that the portion of the Application dealing with water taking from the Landfill’s Stormwater Management Ponds has been

WHEREAS Warwick Township Council has now received and reviewed the results of the Technical Review Team peer review of the Waste Management of Canada (WM) draft Leachate Management Plan (LMP) for the WM Twin Creek’s Landfill set out in:  The letter report dated January 30, 2020 from Andrew Garland, BM Ross, the TRT landfill engineer; and  The letter report dated February 17, 2020 from Wilf Ruland, Citizens Environmental Consulting, the TRT hydrogeologist and surface water specialist (together

THAT the GL report presented on March 9, 2020 be received and filed. -

THAT correspondence 03-01 to 03-38 be received and filed. -

THAT Warwick Township Council supports and endorses Resolution No. 29-2020 from the Township of South Glengarry regarding Bill 156 - Security from Trespass and Protecting Food Safety Act. -

THAT Warwick Township Council supports and endorses the resolution from the Township of Tyedinaga regarding the Coastal GasLink Project. -

THAT correspondence 03-40 to 03-42 be received and filed. -

THAT the Overtime Report for February 2020 be received and filed. -

THAT the Township of Warwick approves report CAO-07-20 - Proposed Interim Contract for Alternate Community Emergency Management Coordinator (CEMC). -

THAT Warwick Township Council approves the square footage of 7,424 proposed for the Township office to be located in Watford; AND THAT the CAO/Clerk be directed to continue to work with the developer on the site plan for the overall downtown development based on the approved square footage. -

THAT Warwick Township Council directs the CAO/Clerk to submit comments as per report CAO-09-20 (or as amended), to the Ministry of the Solicitor General the proposed amendments to the Community Safety and Policing Act, 2019 - OPP Regulatory Requirements. -

THAT Warwick Township Council approves the immediate balance of year funding to the One Investment Equity Fund; AND THAT Warwick Township Council approves that up to 30% of the annual operating surplus gets invested into the One Investment Equity Fund on an ongoing basis. -

THAT Warwick Township Council directs the CAO/Clerk to work with Garrod Pickfield LLP to draft a two year extension on the Amending Agreement to Host Municipality Agreement with Waste Management. -

THAT Warwick Township Council approves a donation of $5,000 to the Taxandria Falcons Soccer Club for 2020; AND THAT the Taxandria Falcons Soccer Club be added to the annual donation list for $5,000 to help cover annual operational costs. -

THAT Warwick Township Council approves the recommendation of Spriet Associates to award Armstrong Paving and Materials Group Ltd. The contract for the Scenic Drive Asphalt Replacement for $85,944.43 with the project to commence in the fall of 2020. -

THAT the minutes of the Special Council meeting of February 19, 2020 be approved. -

THAT the minutes of the Community Improvement Program Committee meeting of February 24, 2020 be approved. -

THAT the 2019 water summary report and annual report for the Warwick Distribution System as required and in accordance with Schedule 22 of O. Reg. 170/03 under the Safe Drinking Water Act be received and filed; AND THAT the report(s) be publicly posted . -

THAT the Township of Warwick approve a letter of support being sent to the Regional Director to demonstrate continued support for the proposed natural gas expansion project in Warwick Village; AND THAT the Deputy Clerk be directed to prepare and send a letter on behalf of the Council of the Township of Warwick. -

THAT Warwick Township Council move into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); v) A matter concerning litigation or potential litigation , including matters before administrative tribunals, affecting the municipality or local board - Section 239(2)(e); -

THAT Warwick Township Council reconvenes in Open Session. -

THAT the minutes from the in camera regular Council meeting of February 10, 2020 and the Special Council meeting of February 19, 2020 be approved. -

THAT By-laws 19 to 20 and 22 to 26 of 2020 be read a first and second time. -

THAT By-laws 19 to 20, 22 and 26 of 2020 be read a third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
