THAT the Council minutes from the January 21, 2019 regular meeting be approved. -

THAT Warwick Township Council proceed into the Court of Revision for the Ladell Drain, By-law No. 21 of 2017. -

THAT the Court of Revision for the Ladell Drain, By-law No. 21 of 2017, be closed without changes to the report and that we go back into open council. -

THAT Warwick Township Council proceed into the Court of Revision for the Hickory Creek Drain, By-law No. 22 of 2017. -

THAT the Court of Revision for the Hickory Creek Drain, By-law No. 22 of 2017, be closed without changes to the report and that we go back into open council. -

THAT Warwick Township Council proceed into the Court of Revision for the Maher Drain, By-law No. 93 of 2017. -

THAT Warwick Township Council proceed into the Court of Revision for the McGill Drain, By-law No. 102 of 2017. -

THAT the Accounts Payable in the amount of $598,418.78 be accepted for payment as presented. -

THAT the Council of the Township of Warwick appoints Ian Brebner to continue as the municipal representative on the Source Protection Committee. -

THAT correspondence items 02-01 to 02-12 and 02-14 be received and filed; AND THAT 02-15 be

THAT the Council of the Township of Warwick accepts the proposal submitted by Robert J. Swayze, Barrister and Solicitor for the provision of Integrity Commissioner Services be approved; AND THAT the Mayor and Administrator/Clerk be authorized to sign the said By-law accordingly. -

THAT the Request for Proposals for the Completion of a Conceptual Design for a Community Hall in Watford be awarded to Spriet Associates at a cost of $11,500 plus HST. -

THAT the Council of the Township of Warwick approves report CAO-04-19 - Brooke-Alvinston Fire Services Agreement; AND THAT By-law 16 of 2019 be approved. -

THAT report CL-07-19 - Accessibility Report - 2018 Municipal Election be received for information. -

THAT report CL-08-19 – Appointment of Deputy Mayor Policy be received and filed; AND THAT the Appointment of Deputy Mayor Policy be approved and included in the Township of Warwick’s Corporate Policy Manual. -

THAT report CL-09-19 – Appointing Head of Corporation and Delegation of Authority under the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) be received and filed; AND THAT by-laws 12 of 2019 and 13 of 2019 be approved. -

THAT the Council of the Township of Warwick approves Warwick Township’s 2018 Annual Accessibility Compliance Report. -

THAT the Council of the Township of Warwick direct staff to initiate the process for an amendment to the Township of Warwick Official Plan as it relates to permitting the severance of dwellings rendered surplus through farm consolidation; AND THAT a draft policy be created and presented to Council at the regular meeting on March 4, 2019. -

THAT report CL-12-19 – Update to Township of Warwick’s Procedural By-law be received and filed; AND THAT By-law 10 of 2019 be approved. -

THAT the minutes of the regular Development Committee meeting of January 23, 2019 be approved. -

THAT the minutes of the special Council meeting of January 23, 2019 be approved. -

THAT the minutes of the regular Parks & Recreation Committee meeting of January 30, 2019 be approved. -

THAT the minutes of the regular Development Committee meeting of January 31, 2019 be approved. -

THAT Warwick Township Council hereby approves the recommendation from the Drainage Superintendent to proceed with improvements of the Miner Drain under Section 78 of the Drainage Act; AND THAT after 30 days notice to the St. Clair Region Conservation Authority, a new report be prepared by Spriet Associates, before the work can proceed. -

THAT Warwick Township Council move into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); iii) A matter regarding proposed or pending acquisition or disposition of land by the municipality or local board - Section 239(2)(c); vi) Advise that is subject to solicitor-client privilege, including communications necessary for that purpose - Section 239(2)(f). -

THAT Warwick Township Council reconvene in Open Session -

THAT the In Camera minutes from the regular Council meeting of January 21, 2019 and the regular Development Committee meetings of January 23, 2019 and January 31, 2019 be approved. -

THAT Warwick Township Council appoint David Dew, Heather Joosten and Jo MacKenzie to the Warwick Township Cemetery Board for a two-year term, commencing in 2019; AND THAT By-law 11 of 2018 be amended to add the names of the appointees. -

THAT Warwick Township Council appoint Martina Jackson and John Van Lieshout to the Parks & Recreation Committee for a two-year term, commencing in 2019; AND THAT By-law 11 of 2018 be amended to add the names of the appointees. -

THAT Warwick Township Council appoint John Couwenberg, David Dew and Kyle Kane to the Committee of Adjustment and Land Division Committee for a two-year term, commencing in 2019; AND THAT By-law 11 of 2018 be amended to add the names of the appointees. -

THAT Warwick Township Council appoint Mark Hamel, Heather Joosten, Mary Lynn Metras, Teri Thomas-Vanos and Fran Woods to the Community Improvement Plan Committee for a two-year term, commencing in 2019; AND THAT By-law 11 of 2018 be amended to add the names of the appointees. -

THAT By-laws 8 to 13 and 15 to 18 of 2019 be read a first and second time. -

THAT By-laws 21, 22, 93 and 102 of 2017, and 10 to 13 and 15 to 18 of 2019 be read a third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
