Regular Council

THAT the Council minutes from the May 28, 2018 regular meeting be approved. -

WHEREAS the Township of Warwick Technical Review Team (TRT) has now completed its 2018 review of the Waste Management of Canada Corporation (WM) Twin Creeks Landfill Report for the 2017 reporting year; AND WHEREAS Township Council have now reviewed and considered the draft 2018 TRT Review and recommendations with respect to this matter; BE IT RESOLVED THAT the Township hereby directs that Garrod Pickfield LLP, its environmental solicitors, forward a copy of the draft Township of Warwick 2018 TRT Review on to WM, for review, discussion with TRT members if requested by WM, and WM response; AND THAT Township Council directs that the following be requested of WM by letter from Garrod Pickfield LLP to WM on behalf of the Township: That WM be requested to implement all of the recommendations of the landscape inspection report included as Attachment 1 to the draft 2018 TRT Review; That WM be advised that the present $40,000.00 letter of credit in favor of the Township to cover outstanding landscaping items should remain in place; That WM review and address all of the specific comments and recommendations set out in the draft 2018 TRT Review pertaining to ground and surface water quality, landfill engineering, noise, and air quality and dust management provided as Attachments 2 - 5 of the draft 2018 TRT Review; That WM review and address the specific comments and recommendations set out in the 2018 Day and Day Financial Audit, Attachment 6 of the draft 2018 TRT Review; That WM be rem

THAT the Accounts Payable in the amount of $680,187.27 be accepted for payment as presented and the GL Report presented on June 18, 2018 be received and filed. -

THAT correspondence 06-01 to 06-12 be received and filed. -

THAT report F-16-18 – Warwick Asset Management Plan be received and filed. -

THAT the report from RC Spencer Associates Inc. be approved and that the installation of a Level 2, Type D Pedestrian Crossover on Nauvoo Rd and Level 2, Type D Pedestrian Crossover at Confederation Line be approved; AND THAT the reports from RC Spencer Associates Inc. on the pedestrian crossovers on Nauvoo Road and Confederation Line be circulated to the Council of County of Lambton for final approvals. -

THAT report F-17-18 – Sale of Surplus Equipment be received and filed. -

THAT the Township of Warwick Council approves the advertising on the ball park fences at a fee of $250 per panel per year. -

THAT the minutes of the regular Development Committee meeting of May 28, 2018 be approved. -

THAT the minutes of the regular Parks and Recreation Committee meeting of June 6, 2018 be approved. -

THAT Warwick Township Council hereby approves the recommendation from the Drainage Superintendent to proceed with improvements of the VerHoeven Drain under Section 78 of the Drainage Act; AND THAT after 30 days notice to the St. Clair Region Conservation Authority, a new report be prepared by Mike DeVos of Spriet Associates, before the work can proceed. -

THAT Warwick Township Council move into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); iii) A matter regarding proposed or pending acquisition or disposition of land by the municipality or local board - Section 239(2)(c); v) A matter concerning litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board - Section 239(2)(e). -

THAT Warwick Township Council reconvene in Open Session -

THAT the In Camera minutes from the regular Council meeting and the regular Development Committee meeting of May 28, 2018 be approved. -

THAT By-laws 54 to 57 and 59 of 2018 be read a first and second time. -

THAT By-laws 57 and 59 of 2018 be read a third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
