Regular Council

THAT the Council minutes from the October 23, 2017 regular meeting be approved. -

THAT Council proceed into the Consideration Meeting for the Higgins Drain. -

THAT Council move out of the Consideration Meeting and reconvene in regular Council session. -

THAT the Accounts Payable in the amount of $293,312.18 be accepted for payment as presented and the GL Report presented on November 6, 2017 be received and filed. -

THAT correspondence 11-01 to 11-19 be received and filed. -

THAT Warwick Township Council proceeds with reviewing zoning amendments to the Township of Warwick Zoning by-law 121 of 2012, then it is anticipated that the shipping containers by-law amendment would be returned to Council for adoption. -

THAT report CAO-17-17 on a proposed contract for By-law Enforcement Contract be approved. -

THAT report P&R-26-17 - Centennial Hall Immediate Repairs be received and filed. -

THAT Warwick Township Council approves report PW-38-17 – Road Boundary Agreement with Brooke-Alvinston. -

THAT Warwick Township Council adopts the 2018 Council and Committee Meeting Calendar, as presented in report CL-24-17. -

THAT Warwick Township Council approves the report F-20-17 - Capital Financing and Debt Management Policy for the Township of Warwick. -

THAT Warwick Township Council approves the proposal from Francis Leyten Farms Ltd. for $256.00 plus HST per acre for the lease of farm land legally described as Part of Lot 20, Concession 5 S.E.R.; AND THAT a contract be signed by Francis Leyten Farms Ltd. and executed by by-law at the next regular Council meeting. -

THAT Warwick Township Council awards the tender for the Circular Economy Feasibility Study to The Delphi Group for $35,336 plus HST. -

THAT the minutes of the regular Development Committee meeting of October 23, 2017 be approved. -

THAT the minutes of the regular Public Works Committee meeting of October 25, 2017 be approved. -

THAT Warwick Township Council hereby approves the recommendation from the Drainage Superintendent to proceed with improvements of Kilmer Drain under Section 78 of the Drainage Act; AND THAT after 30 days notice to the St. Clair Region Conservation Authority, a new report be prepared by Spriet Associates, before the work can proceed. -

THAT Warwick Township Council hereby approves the recommendation from the Drainage Superintendent to proceed with improvements of Holbrook-Fenner Drain under Section 78 of the Drainage Act; AND THAT after 30 days notice to the St. Clair Region Conservation Authority, a new report be prepared by Spriet Associates, before the work can proceed. -

WHEREAS the Township has now received from its Technical Review Team (TRT) the final updated version of the tracking sheet for the TRT 2017 WM Twin Creeks Landfill Annual Review; AND WHEREAS, this final report confirms that the recommendations arising out of the year have been resolved subject to follow-up on specified items in the context of the TRT 2018 Annual Review; BE IT RESOLVED that the Township confirms the completion of its 2017 annual review of the Twin Creeks Landfill for the 2016 reporting year; AND THAT the Township hereby directs that the final version of the TRT 2017 Annual Review with the updated final issues tracking sheet be forwarded to WM and the Landfill Public Liaison Committee; AND THAT the representatives of the TRT be directed to attend at the next meeting of the Landfill Public Liaison Committee to present the results/outcomes of the TRT 2017 Annual Review. -

THAT Warwick Township Council move into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); iii) A matter regarding proposed or pending acquisition or disposition of land by the municipality or local board - Section 239(2)(c); -

THAT Warwick Township Council reconvenes in Open Session. -

THAT the in camera minutes of the regular Council meeting of October 23, 2017 and the regular Development Committee meeting of October 23, 2017 be approved. -

THAT By-laws 122 to 126 of 2017 be read a first and second time. -

THAT By-laws 122 to 124 and 126 of 2017 be read a third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
