Regular Council

THAT the Council minutes from the October 2, 2017 regular meeting be approved. -

THAT Council proceed into the Consideration of Addendum Report for the McGill Drain. -

THAT Council move out of the Consideration Meeting and reconvene in regular Council session. -

THAT the Accounts Payable in the amount of $167,590.63 be accepted for payment as presented and the GL Report presented on October 23, 2017 be received and filed. -

THAT Warwick Township Council approves the donation of one hour of non-prime time ice at the Watford Arena to the North Lambton Secondary School Athletic Association 'Unique Auction'. -

THAT Warwick Township Council support Resolution No. 470-17 passed by the Township of North Frontenac on October 13, 2017 regarding the negative impacts of Bill 148, including potential increase of costs on Volunteer Fire Departments. -

THAT correspondence 10-17 to 10-39 and 10-41 be received and filed. -

THAT staff consult with legal counsel to create an agreement of transfer with Mr. Brandon regarding the donation of 3.5 acres of woodlot. -

THAT vegetation growth retardant be applied to open ditch municipal drains where deemed appropriate to improve the overall functionality and lifespan of drain between cleanouts. -

THAT Warwick Township Council adopts the PTSD Prevention Plan as presented in report CAO-22-17 and submits to the Ministry of Labour; AND THAT Warwick Township partner with the County of Lambton to obtain ComPsych Employee Assistance Program (EAP), at a cost of approximately $2,000 per year. -

THAT report PW-33-17 – Boulevard By-law Amendment be approved; AND THAT Schedule ‘B’ of By-law No. 5 of 2017 be amended to add a fine of $1,500 per removal of tree on Township property without permission. -

THAT Warwick Township Council approves the participation in the Four Townships Initiative for Asset Management Plan enhancements; AND THAT applications be made to the Federation of Canadian Municipalities and the Ontario Co-operative Education Tax Credit to fund the partnership. -

THAT Warwick Township Council approves the adoption of an investment strategy for Warwick effective as of January 1, 2018. -

THAT Warwick Township Council approves report PW-32-17 - Proposed Installation of Electric Vehicle Charging Stations at Watford Arena. -

THAT report CL-22-17 - Bill 68 - Modernizing Ontario's Municipal Legislation Act, 2017 be received and filed. -

THAT Warwick Township Council awards the Booster Pumping Station Tender to Birnam Excavating Ltd. as recommended by Stantec Engineering for $619,160.72 plus HST. -

THAT the minutes of the regular Development Committee meeting of October 2, 2017 be approved. -

THAT the minutes of the Parks & Recreation Committee meeting of October 12, 2017 be approved. -

THAT the tender for the McGill Drain 2017 be awarded to McNally Excavating for a cost of $159,887.68 plus HST (total cost of $180,673.08). -

THAT Warwick Township Council hereby approves the recommendation from the Drainage Superintendent to proceed with improvements at Con. 6 NER, W. Pt. Lot 22, Pt. W. ½ Lot 22 under Section 4 of the Drainage Act; AND THAT after 30 days notice to the St. Clair Region Conservation Authority, a new report be prepared by Spriet Associates, before the work can proceed. -

THAT Warwick Township Council move into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); iii) A matter regarding proposed or pending acquisition or disposition of land by the municipality or local board - Section 239(2)(c); vi) Advise that is subject to solicitor-client privilege, including communications necessary for that purpose - Section 239(2)(f); -

THAT Warwick Township Council reconvenes in Open Session. -

THAT the in camera minutes of the regular Council meeting of October 2, 2017 and the regular Development Committee meeting of October 2, 2017 be approved. -

THAT Warwick Township Council approves Waste Management's request for an extension of a soils agreement for a one year period, expiring on December 31, 2018; AND THAT Waste Management be required to provide detailed market and financial data to support any future requests or consideration of this matter for the review and comment of the Technical Review Team (TRT); -

THAT By-laws 80 and 117 to 121 of 2017 be read a first and second time. -

THAT By-laws 80 and 117 to 121 of 2017 be read a third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
