Regular Council

THAT the Council minutes from the July 17, 2017 regular meeting be approved. -

THAT zoning amendment application Z-01-17 for PT Lot 2, CON 2 NER, Brick Yard Line be approved to allow up to five acres to be re-zoned as (A1)(12). -

THAT the 2016 Audited Financial Statements be approved as presented. -

THAT Warwick Township Council proceed into the Consideration Meeting for the drainage report for the McGill Drain. -

THAT the Accounts Payable in the amount of $1,010,999.74 be accepted for payment as presented and the GL Report presented on September 11, 2017 be received and filed. -

THAT Warwick Township Council support and endorse Private Members Bill 141 to Require the Ministry of Environment to Report Instances of Sewage Bypasses -

THAT correspondence 09-01 to 09-31 be received and filed. -

THAT Warwick Township Council table the review of report CAO-14-17 - Results of Feedback on Community Facilities and Moving Forward with Next Steps until the next scheduled Council meeting on Monday, October 2, 2017. -

THAT Warwick Township Council release a Request for Proposals (RFP) for a farm land lease of the lands known Part of Lot 20, Concession 5 S.E.R., consisting of 91.3 +/- acres as on behalf of the Township of Warwick and Waste Management Canada; AND THAT the RFP be advertised in compliance with the Township of Warwick’s policies on notice provision. -

THAT report DRAIN-02-17 - Drainage Superintendent's Report August 2017 be received and filed. -

THAT Warwick Township Council approves the proposal from Selectpath to conduct a Human Resources Audit of Township of Warwick’s current practices. -

THAT Council approves the quote as supplied by SPRIET at $12,900 plus HST to complete the Bridges and Culvert Structural Review of 46 Structures. -

THAT Warwick Township Council approves an amendment to the 2007 boundary line agreement for Churchill Line with the Corporation of the Municipality of Brooke-Alvinston to extend the term by one year to end on December 31, 2017 to eliminate liability risks for each municipality; AND THAT municipal staff continue research and negotiate with the Municipality of Brooke-Alvinston in order to make a final recommendation related to the longer term boundary line agreement prior to the expiry of the interim agreement. -

THAT Warwick Township Council directs staff to provide advance notice of termination to Spriet Associates Inc. of the contract for Drainage Superintendent services, as per s. 4 of By-law 3 of 2016, as of December 31, 2017. -

THAT the minutes of the regular Parks and Recreation Committee meeting of July 27, 2017 be approved. -

THAT the minutes of the Special Council meeting of August 2, 2017 be approved. -

THAT the minutes of the Warwick Township Cemetery Board meeting of August 17, 2017 be approved. -

THAT the minutes of the Parks and Recreation meeting of August 31, 2017 be approved. -

THAT the tender for the Hickory Creek Drain Culvert 2017 be awarded to Van Bree Drainage for a cost of $30,000 plus HST (total cost of $33,900). -

THAT the tender for the Maher Drain 2017 be awarded to Hornblowers Horizontal Earthboring for a cost of $15,878.0 plus HST (total cost of $17,942.14). -

THAT the tender for the Ladell Drain 2017 be awarded to Van Bree Drainage & Bulldozing for a cost of $37,750.00 plus HST (total cost of $42,657.50). -

THAT the tender for the Hickory Creek Line Ditching Phase 5 be awarded to J & L Henderson Limited for a cost of $39,255.00 plus HST (total cost of $44,358.15). -

THAT Warwick Township Council move into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); iv) A matter regarding labour relations or employee negotiations - Section 239(2)(d); vi) Advise that is subject to solicitor-client privilege, including communications necessary for that purpose - Section 239(2)(f); -

THAT Warwick Township Council reconvenes in Open Session. -

THAT the in camera minutes of the regular Council meeting of July 17, 2017 and the regular Development Committee meeting of July 17, 2017 be approved. -

THAT the Property Standards Officer be directed to proceed with demolition of the 505 Huron Street utilizing the lowest quote of $ 6800 + Engineer's costs + HST. -

THAT By-laws 98 to 103 of 2017, 104 of 2017 as amended and 105 of 2017 be read a first and second time. -

THAT By-laws 98 to 101 of 2017, 103 of 2017, 104 of 2017 as amended and 105 of 2017 be read a third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
