Regular Council

THAT the Council minutes from the November 30, 2015 regular meeting be approved. -

THAT the regular Council meeting scheduled for January 11, 2016 be rescheduled to take place on Monday, January 4, 2016 at 3:30 p.m. -

THAT the regular Council meeting scheduled for February 22, 2016 be rescheduled to take place on Monday, February 29, 2016 at 3:30 p.m. -

THAT the Board of Directors for Bluewater Power Corporation and its affiliates, are hereby authorized to: 1) Pursue activities described as follows: i. “communication network services” ii. “any service related or complementary to an existing business or supply chain of the Corporation or a Subsidiary” and iii. “any other service the principle purpose of which is to use more effectively the assets or personnel of the Corporation or a Subsidiary” 2) Establish a new corporate affiliate to be beneficially owned by the current municipal shareholders as required to carry out the business activity of building and operating a communication network services company. -

THAT the Accounts Payable in the amount of $765,719.53 be accepted for payment as presented. -

THAT correspondence 12-1 to 12-11 be received and filed. -

WHEREAS the Ontario Ombudsman’s role has been expanded to accept, resolve and investigate complaints about municipalities as of January 1, 2016, as per the Public Sector and MPP Accountability and Transparency Act, 2014; AND WHEREAS having a formalized policy and procedure on the handling of issues and complaints received by the Township of Warwick is considered an enhancement to transparency and access and an aid to continued effective customer service; THAT Warwick Township Council directs staff to prepare a draft ‘Policy for Reporting Issues or Complaints’ to the Corporation of the Township of Warwick and report back to Council with a policy for review and consideration. -

THAT Warwick Township Council approves report CL-21-15 and directs staff to proceed with updates to the Township’s website menus and navigation, as presented; AND THAT the project be funded from account #01-100-7092 – Administration minor capital. -

THAT Council approves the Watford Arena Kitchen Renovation Project at a cost of $35,250; AND THAT this project be included in the 2016 Recreation Capital Budget; AND THAT a plaque recognizing the donor be designed and posted as soon as possible, in the Upstairs Hall at the Watford Arena. -

THAT the minutes of the regular Waste Management End Use Committee meeting of November 25, 2015 be received and filed. -

THAT the minutes of the Special Council meeting on Fire of December 3, 2015 be approved. -

THAT the Minutes of the regular Development Committee meeting of December 7, 2015 be received and filed. -

THAT Warwick Township Council move into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); v) A matter concerning litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board - Section 239(2)(e); -

THAT Warwick Township Council reconvene in Open Session. -

THAT the In Camera Council minutes of November 30, 2015 be approved. -

THAT the In Camera Development Committee minutes of December 7, 2015 be approved. -

THAT By-law numbers 106 to 110 of 2015 be read a first and second time. -

THAT By-law numbers 106 to 110 of 2015 be read a third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
