Regular Council

THAT the Council minutes from the October 6, 2015 regular meeting be approved. -

THAT Warwick Township Council accept the 2014 Consolidated Financial Statements, as presented on October 20, 2015. -

WHEREAS the Township has now received from its Technical Review Team (TRT) the final updated version of the TRT Annual Review, Waste Management of Canada Corporation (WM) Twin Creeks Landfill- 2014 Reporting Year (“TRT Annual Review”) AND WHEREAS, this final report confirms that the recommendations arising out of the year have been resolved with the exception of recommendations in three specific areas outlined in the TRT Annual Review that remain unresolved, specifically (1) environmental inspections, (2) timelines and targets for leachate removal and (3) leachate monitoring in waste material at the landfill); BE IT RESOLVED that the Township confirms the completion of its annual review of the Twin Creeks Landfill for the 2014 reporting year; AND THAT Council directs that WM be advised that the Township is prepared to agree to a reduction of the Letter of Credit, from the current $246,000 to $40,000, to maintain sufficient securities to address implementation of the Landscape Plan. AND THAT the Township hereby: 1. Directs the TRT to take the following steps as part of its review of the landfill’s 2015 Reporting Year to address issues arising from the reduction of MOECC site inspections from daily to monthly inspections: a) Conduct a follow up review of the adequacy of the present frequency of MOECC environmental inspections at the landfill as part of its review of the 2015 operating year; b) Request that the 2016 Annual Review include four site visits by one or more members o

THAT the Accounts Payable in the amount of $65,276.73 be accepted for payment as presented. -

THAT correspondence 10-19 to 10-32 be received and filed. -

THAT Warwick Township Council approves the publishing of a Request for Proposals for Cleaning Services at the Warwick Township Office for a four year term, renewable annually based on satisfactory performance, as per report CAO-14-15. -

THAT Council directs the Clerk/Deputy Administrator to prepare a delegated authority by-law authorizing the Administrator/Treasurer to review and approve all changes that are generated by Minutes of Settlement, Vacancy Rebates, Sec 357 Applications and ARB decisions, and to authorize the Tax Collector to process all changes for approval; AND THAT the Administrator/Treasurer informs Council on an ongoing basis of any large changes to the tax base by the above mentioned forms and makes recommendations to Council to appeal any changes, if warranted. -

THAT Warwick Township Council approves the proposed lighting upgrade at the Warwick Fire Hall, as per report FIRE-4-15, at a total cost to the Township of $1588.78; AND THAT the work on the installation lighting upgrade be completed on or before December 31, 2015. -

THAT the minutes of the regular Warwick Township Cemetery Board meeting of October 8, 2015 be approved. -

THAT Warwick Township Council hereby approves the recommendation from the Drainage Superintendent to proceed with improvements to the Hickory Creek Drain under Section 78 of the Drainage Act; AND THAT a new report be prepared by Spriet Associates. -

THAT Warwick Township Council move into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); iii) A matter regarding proposed or pending acquisition or disposition of land by the municipality or local board - Section 239(2)(c); vi) Advise that is subject to solicitor-client privilege, including communications necessary for that purpose - Section 239(2)(f); -

THAT Warwick Township Council reconvene in Open Session. -

THAT the In Camera minutes from the regular Council meeting of October 6, 2015 be accepted. -

THAT By-law numbers 94 to 96 of 2015 be read a first and second time. -

THAT By-law numbers 94 to 96 of 2015 be read a third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
