Regular Council

THAT the Council minutes from the July 27, 2015 regular meeting be approved. -

THAT the installation of a railing on the bleachers at Watford Park be investigated and

WHEREAS Martin and Dorine De Koning (the "Applicant") proposes to construct and operate a "Roof Top Solar Panels" (the "Project") at 8398 Zion Line, Watford, ON (the "Lands) in the municipality of the Township of Warwick under the Province's FIT Program; AND WHEREAS the Applicant has requested that the Corporation of the Township of Warwick indicate by resolution Council's support for the construction and operation of the Project on the property; AND WHEREAS pursuant to the rules governing the FIT Rules, Version 4.0, applications whose Projects receive the formal support of local municipalities will be awarded Priority Points which may result in the Applicant being offered a FIT contract prior to other persons applying for FIT Contracts; NOW THEREFORE BE IT RESOLVED THAT the Corporation of the Township of Warwick supports the construction and operation of the Project on the Lands; AND THAT this resolutions sole purpose is to enable the Applicant to received Priority points under the FIT Program and may not be used for the purpose of any other form of municipal approval in relation to the Application or Project or any other purpose. -

THAT the Accounts Payable in the amount of $181,537.92 be accepted for payment as presented -

THAT Township of Warwick Council support and endorse the resolutions of North Stormont and New Tecumseh regarding electricity rates. -

THAT Warwick Township Council support and endorse resolution no. 166-07-15 of the Town of Northeastern Manitoulin and the Islands re: unaffordability of Ontario Hydro Rates. -

THAT correspondence 8-1 to 8-10 be received and filed. -

THAT Warwick Township Council approves the interim operation of a food truck by Christine Shea (owner) at 7885 Industrial Drive from August 5, 2015 to August 10th, 2015; AND THAT during the interim period the owner and operator are required to fulfill all provisions in the signed draft agreement; AND THAT after August 10th, 2015, operations of the food truck will be governed by the applicable agreement approved by by-law. -

THAT Warwick Township Council authorize the Property Standards Officer to take the necessary actions under the Clearing of Land By-law No. 19 of 2009 and Property Standards By-law No. 49 of 2001 to bring 467 Simcoe St. into compliance and further accept the lowest quotation for any contract work required to be undertaken; AND THAT all associated expenditures incurred are to be charged to the property taxes on 467 Simcoe St., Watford, Ontario. -

THAT the minutes from the regular Development Committee meetings of July 27, 2015 and July 31, 2015 be received and filed. -

THAT the minutes from the regular Warwick Township Cemetery Board meeting of July 30, 2015 be approved as presented, including the revised documentation for the Request for Proposal process for Cemetery Caretakers. -

THAT report CL-13-15 - Municipal Shadow Flicker By-laws be received and filed. -

THAT the minutes of the regular Parks and Recreation Committee meeting of August 4, 2015 be approved. -

THAT Warwick Township Council appoints one Councillor, as a director, to the Land, Economic and Revitalization Corporations and such appointment is confirmed by Warwick Township’s Council Appointment By-Law; AND THAT Warwick Township Council approve “in draft” form the 3 attached by-laws for the Land, Economic and Revitalization Corporations so that the Board of Directors of each Corporation can confirm the by-laws as their first item of business at their inaugural meetings; AND THAT the presented 'Assignment of Agreement' be prepared to be presented to Council as a by-law for each corporation at the next regular Council meeting. -

THAT Warwick Township Council move into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); iv) A matter regarding labour relations or employee negotiations - Section 239(2)(d); vi) Advise that is subject to solicitor-client privilege, including communications necessary for that purpose - Section 239(2)(f); -

THAT Warwick Township Council reconvene in Open Session. -

THAT Warwick Township Council approve the In Camera minutes from the regular Council meeting of July 27, 2015, the regular Development Committee meetings of July 27, 2015 and July 31, 2015. -

THAT By-law numbers 77 and 78 of 2015 be read a first and second time -

THAT By-law numbers 77 and 78 of 2015 be read a third time and finally passed. -

THAT Warwick Township Council hereby adjourns. -
