Regular Council

THAT the Council minutes from the July 31, 2014 special meeting be approved -

That Warwick Township Council hereby authorize Greg Storms, Parks and Recreation Manager/Public Works Superintendent to poll Council with the results of the Arena Booth workers. -

That Warwick Township Council authorize the Property Standards Officer to take the necessary actions under the Clearing of Land By-law No. 19 or 2009 and Property Standards By-law No. 49 of 2001 to bring file #11/14 into compliance; and further accept the lowest quotation for any contract work required to be undertaken; and further that any associated expenditures incurred are to be charged to the property taxes for the remediation -

THAT the Accounts Payable in the amount of $1,248,102.82 be accepted for payment as presented -

That Warwick Township Council hereby approves a donation of $250.00 to the Brooke Alvinston & Watford Fall Fair Ambassador Committee for the 2014 Ambassador Competition. -

That Warwick Township Council hereby recommends Councillor Page 3 of 10 John Couwenberg for the Jericho Community Laison Committee; and that the application be submitted. -

That Warwick Township Council hereby approves the donation of one hour of non-prime ice time at the Watford Arena, for the 12th Annual Golf for a Cure. -

That Warwick Township Council hereby receive and file Correspondence 7-1 to 7-18. -

That Warwick Township Council hereby receives the audited 2013 Financial Statements, as prepared by Collins Barrow Chartered Accountants. -

That Warwick Township Council move into an In Camera meeting of Council pursuant to Section 239 of the Municipal Act, 2001, as amended, for the following reasons: i) A matter regarding the security of the property of the municipality or local board - Section 239(2)(a); ii) A matter regarding personal matters about an identifiable individual, including municipal or local board employees - Section 239(2)(b); iii) A matter regarding proposed or pending acquisition or disposition of land by the municipality or local board - Section 239(2)(c); iv) A matter regarding labour relations or employee negotiations - Section 239(2)(d); v) A matter concerning litigation or potential litigation, including matters before administrative tribunals, affecting the municipality or local board - Section 239(2)(e); vi) Advise that is subject to solicitor-client privilege, including communications necessary for that purpose - Section 239(d)(f); vii) A matter in respect of which a council, board, committee or other body may hold a closed meeting under another Act - Section 239(2)(g); -

That Warwick Township Council reconvene to Open Session. -

That the contract to appoint Frances Woods as Deputy Clerk, be approved as presented. -

That the contract to extend the existing contract for Don Bruder, Administrator/Treasurer, be approved as presented. -

That Warwick Township Council hereby approve that the outstanding donations pledged for future years estimated at $58,050 be funded from the Asset Management Reserve and reimbursed as the future donations are received. And that Warwick Township Council hereby directs the Treasurer to prepare the necessary Long Term Borrowing By-law in September 2014 for a 20 year term at a rate of 3.31% based on Infrastructure Loan rates (as at today's offerings, subject to change) in the amount of $537,000.00. -

That Warwick Township Council hereby approves the recommendation from the Drainage Superintendent to proceed with improvements to the Westgate No 3 Drain under Section 78 of the Drainage Age; and that a new report be prepared by Spriet Associates. -

That Warwick Township Council hereby approves the recommendation from the Drainage Superintendent to proceed with improvements to the Goodhand Drain under Section 78 of the Drainage Act; and that a new report be prepared by Spriet Page 7 of 10 Associates. -

That Warwick Township Council hereby receive and file the Ad Hoc Fire Committee minutes of June 26th, 2014, as presented by the Chair, Councillor John Couwenberg. -

That Warwick Township Council hereby directs Frank Garardo, Planner to set up a meeting with the MOE and Ministry of Agriculture & Food, Township staff, Councillor John Couwenberg, and whomever else that should be involved, to discuss the implications of this issue; and report back to Council. -

That Warwick Township Council hereby approves the Warwick Historical/Heritage Committee Terms of Reference; And that the 3 public positions be advertised and selected; And that Heather Milliken be hired for a six (6) week period at minimum wage of $11.00 per hour to complete the final stage of cataloguing the remaining artifacts. -

That Warwick Township hereby accepts the proposal presented by PepsiCo for the supply of beverage products; And that the 3 year contract be executed; And that a By-law be prepared for the next meeting of Council. -

That Warwick Township Council hereby approves the formation of the World Under 17 Exhibition Hockey Game, Planning Committee; And that the group is representative of staff, Council and East Lambton Minor Hockey, as follows: two from E.L.M.H.; Mike Bryce and Greg Storms from staff; and Councillors John Couwenberg and Jerry Westgate from Council. -

That Warwick Township Council hereby gives direction to staff to submit the necessary forms for the Expression of Interest for the following projects:  Confederation Line Rehabilitation Project from Nauvoo Road to Forest Line, under the Small Communities Fund;  Warwick Village Road Bridge - built 1020 with a 6.1 meter span, under the Ontario Community Fund - Application Based. -

THAT By-law numbers 56 to 75 and 79 to 82 of 2014 be read a first and second time -

THAT Warwick Township Council hereby adjourns. -
