Regular Council

THAT the Council minutes from the May 20, 2014 regular meeting be approved -

THAT Township Council directs that WM be requested review the attached landscape inspection report (Attachment 2) by Mr. Vafiades, the Township’s Landscape Plan peer reviewer, be forwarded to WM with a request that all of the inspections report's recommendations be implemented by WM. -

THAT Warwick Township Council directs that WM be asked to include a section in all future WM Annual Monitoring Reports, or provide another reporting mechanism, which provides information on the status of, and any changes to, all on-going impact management compensation programs for the landfill, including any actions taken pursuant to the Property Value Protection Program and Nuisance Compensation Payment System. -

THAT Warwick Township Council directs that WM be asked to review and address all of the specific comments and recommendations set out in the 2013 TRT Review letters pertaining to ground and surface water quality, landfill engineering, noise, and air quality and dust management provided as Attachments 3 - 6 of this Report. -

THAT Warwick Township Council approves payment to WM a balance owing of $6,503.21 for recycling drop off charges in 2013. -

THAT Warwick Township Council directs that WM be asked to review and address all of the specific comments and recommendations as summarized above, and set out in the 2013 Day and Day Financial Audit, provided as Attachment 7 to this Report. -

THAT Warwick Township Council request that following appropriate discussion and consultation with TRT members, if needed, provide the Township a final response to the 2013 TRT Report by Completion of the tracking sheet provided as Attachment 9 to the Report. -

THAT Warwick Township Council hereby directs that Garrod Pickfield LLP, its environmental solicitors, forward a copy of the Township of Warwick Technical Review Team 2013 Annual Review on to WM, for review, discussion with TRT members if requested by WM, and WM response. -

THAT Warwick Township Council approves accounts payable in the amount of $375,763.33. -

THAT Warwick Township Council approve the request of McLaren's Pharmacy for a Summer Celebration Day at 5299 Nauvoo Rd. on Saturday, June 21st, 2014, subject to working with the GM of PW and P&R to ensure pedestrian safety etc. and provision of an insurance certificate(s); AND THAT McLaren's Pharmacy be required to obtain separate permission for the event from Lambton County, as the Road Authority for Nauvoo Rd. -

THAT Warwick Township Council endorse the resolution of Lambton County Council to update Mutual Aid Agreements/By-Laws and direct staff to undertake review and updates before the deadline of July 1, 2014. -

THAT correspondence 6-1 to 6-8 and 6-10 be received and filed -

THAT the minutes of the regular Waste Management End Use Committee meeting of May 20, 2014 be received and filed. -

THAT Warwick Township Council approves the Improvements to the Taxandria Soccer Facility as requested; AND THAT Council supports the Administration of the project, including receiving donations and expending funds, AND THAT Council approves the issuance of Tax Receipts for this project. -

THAT Warwick Township Council approve the Grand Opening/Open House for the Warwick Community Centre to take place on Friday, July 11th, 2014 with an event budget of $1,000, following the format presented in report P&R-8-14. -

by THAT Warwick Township Council approve the Art Social Day to take place in downtown Watford and in Bluebird Parkette, as per their correspondence dated May 29, 2014 (Schedule A of Report P&R-9-14) under the Optimist Club of Watford's insurance policy; AND FURTHER THAT Warwick Township provide one crossing guard, pending availability, to assist with traffic control on the date of the event at the expense of the Township. -

THAT Warwick Township Council approve 2013 Annual Summary Report - Warwick Water Distribution System and the 2013 Annual Report, provided by the Ontario Clean Water Agency, as presented -

WHEREAS the LAWSS Board provided timely correspondence on Warwick Township Council's request, dated May 23, 2014, for consideration of flows discrepancies and follow up action; WHEREAS Warwick Township Council has been continually seeking to determine the source of the flow discrepancy, estimated at $100,000 annually since 20015, between the LAWSS system and Warwick's water billing systems, as a due diligence to ratepayers; WHEREAS Warwick Township Council supports the installation of a temporary mag metre before the metres Warwick Township is billed from, for a period of time, to verify flows on all metres Warwick is billed from; BE IT RESOLVED THAT Warwick Township Council endorse motion #3 provided in correspondence dated May 5, 2014 from Susan MacFarlane, GM of LAWSS, on behalf of the LAWSS Board. -

THAT By-law numbers 46 to 47 of 2014 be read a third time and finally passed -
